JW202 form download: why the official texts point you to your school instead

No download link exists in any of the official documents read for this page. The Ministry of Education reply on forms JW201 and JW202 states that form JW202 is handled by each higher education institution for the international students it has admitted, and that any institution enrolling international students can provide it. So the practical route is to ask the school that admitted you, not to look for a form on a government website.
What the Ministry of Education reply says
The reply is dated 15 February 2008 and answers a question submitted on 13 December 2007. The English below is this site's translation of the Chinese text.
- Form JW201 is used for Chinese Government Scholarship students and for students coming under inter-governmental exchange channels; it is handled by the secretariat of the China Scholarship Council in consultation with the institutions concerned.
- Form JW202 is used for self-funded students; it is handled by each institution for the international students that institution has admitted.
- Both forms are described as important documents for the study visa, for entry, for registration at the school and for the residence procedures.
- Any institution that enrols international students can provide form JW202. A private university may apply to the provincial education department of its locality, and once approved to enrol international students may obtain form JW202 as needed.
The reply does not describe the layout or the fields of either form, and it says nothing about downloading them. The official texts read here do not state whether an electronic version is issued.
What the embassies ask you to submit
These are the statements of the individual missions named below, not rules for all Chinese missions.
The Embassy in the United Kingdom lists, for the X1 visa: the admission letter issued by the college, university or other educational institution in China; the original or a photocopy of the "Visa Application for Study in China" (form JW201 or form JW202); and, for elementary-stage students, the original or a photocopy of the confirmation form for elementary-stage students.
The Embassy in the United States states that X1 is issued to those intending to study in China for more than 180 days, and lists for foreign higher education institution students the confirmation form for study in China (form JW201 or form JW202) and a photocopy of the admission letter.
What you can do with what the school sends
The UK embassy page says original documents are returned to applicants once verified, and that where not otherwise specified, a copy of a document may be a fax or a computer printout. It also states that applicants are responsible for the authenticity of the passport, application form, photo and supporting documents, including photocopies.
Neither embassy page gives a fee figure: the UK page refers to the latest notice on visa fees on the embassy website, and the US notice links to a separate fees page. See also documents.

Can I download a JW202 from a government site?
None of the official documents read here offers one. The Ministry of Education reply routes the form through the admitting institution.
Do I need the original JW202 or is a copy enough?
The UK embassy page accepts the original or a photocopy for the X1 application, and says copies may be fax or computer printouts unless otherwise specified.
What if my school is a private university?
The Ministry of Education reply says a private university may apply to the provincial education department and, once approved to enrol international students, may obtain form JW202 as needed.
What does the JW202 do after I arrive?
