Back from a trip: when a student has to register accommodation again

Coming back from a trip does not by itself cancel a registration you have already made. Section IV of the National Immigration Administration's Policy Interpretation of the Nationwide Implementation of the Online Accommodation Registration Service (21 September 2026) states that re-registration is not required in two cases: you reside at your own residence in China and return to that same residence after travelling within or outside China; or you hold a residence permit or permanent residence permit, reside at your habitual residence, and return to that same residence after travelling within or outside China during the validity of the same permit. Both cases assume you have already registered after arrival under the relevant regulations.
The 24-hour rule behind it
Article 39 of the Exit and Entry Administration Law provides that where foreigners reside or stay in domiciles other than hotels, they or the persons who accommodate them shall, within 24 hours after the foreigners' arrival, go through registration formalities with the public security organs in the place of residence. Where a foreigner stays in a hotel, Article 39 places the registration duty on the hotel.
What Section IV means by each term
- A self-owned residence is a residence owned by the foreigner or his or her spouse within China. The definition turns on ownership; a place you rent is not within it.
- A habitual residence is a residence where the foreigner resides or plans to reside in China for a long term. Section IV supplies the measure: under Article 36(5) of the Regulations of the People's Republic of China on Administration of the Entry and Exit of Foreigners (State Council Decree No. 637), "long term" means residing in China for a period exceeding 180 days. Article 36(4) of the same Regulations defines short-term as a stay not exceeding 180 days, including 180 days.
What falls outside the two cases
Section IV is written around a return to the same residence; a move to a different address is not one of the two cases it lists. The second case is also limited to "the validity period of the same permit", so a return after a new residence permit has been issued is not within that wording.
That second case is written for holders of residence permits or permanent residence permits and does not refer to visa holders as such. Under Article 6(11) of the Regulations, the X1 visa is issued to persons who apply for long-term study in China and the X2 visa to persons who apply for short-term study; Article 15(2) lists the residence permit for study, issued to persons who pursue long-term studies in China, as a separate document (see residence permit for study after arrival). An X2 holder with no residence permit and no self-owned residence falls within neither case, and the 24-hour rule in Article 39 of the Law governs each arrival at a domicile other than a hotel.
Registering online
Section II of the interpretation: accommodation hosts or foreigners may use the NIA Government Service Platform — the official website, the "NIA 12367" App and "NIA 12367" WeChat mini program — or the Alipay mini program. After user registration and identity verification, follow the step-by-step prompts of the Accommodation Registration module under Foreigner Service; on completion, "Registration Record Inquiry" shows the record. Section I states that online registration has the same legal effect as on-site registration. Under Section III, either the foreigner or the host may register, and the initial registration should be completed with the host's assistance; a foreigner may register independently where they have previously registered through the platform and need to register again at the same residence, or where they reside at a self-owned residence.
