National rule or local addition: what every Chinese mission asks a student for and what one mission adds

Two Chinese embassies can publish different checklists for the same student visa without either one departing from the rule: the national rule sets the floor, and the mission that receives your file fills in the rest. Regulations Article 7 requires an application form, a passport or other international travel document, qualified photos, and material relating to the purpose of the application; the closing paragraph of the same article allows the visa authority to require additional application material in the light of specific cases. Law Article 18 then requires applicants to go through the relevant formalities and accept interviews in accordance with the requirements of the visa-issuing authorities stationed abroad.

The national layer: four items and a power to ask for more

Regulations Article 7 states that a foreigner applying for a visa shall fill out the application form, and submit his or her passport or other international travel documents, qualified photos, and material relating to the purpose of application. The final paragraph of Article 7 adds that the visa authority may, in light of specific cases, require a foreigner to submit additional application material.

Three articles of the Exit and Entry Administration Law carry the same idea into the application itself:

  • Law Article 15: foreigners shall apply to the visa-issuing authorities stationed abroad for a visa, except as otherwise provided for in this Law.
  • Law Article 18: applicants submit their passports or other international travel documents, as well as information of specific application matters, to the visa-issuing authorities stationed abroad, and go through relevant formalities and accept interviews in accordance with the requirements of those authorities.
  • Law Article 19: where written invitations issued by entities or individuals within China are needed, applicants provide them in accordance with the requirements of the visa-issuing authorities abroad, and the entity or individual issuing the invitation is liable for the fidelity of its contents.

Regulations Article 4 closes the loop on publication: the Ministry of Foreign Affairs, the Ministry of Public Security and other departments of the State Council shall, on their portals and websites and at the places where exit or entry applications are accepted, make available the laws and regulations on the administration of the entry and exit of foreigners and other information that foreigners need to know.

Read together, those articles explain the shape of any checklist you meet: a short national baseline, published by the responsible departments, plus whatever the mission handling your file specifies for your case.

The Ministry's general instruction, and the sentence that points back to your mission

The Ministry of Foreign Affairs publishes the Visa Application Instructions of the People's Republic of China on its China Consular Services website.

Its Basic Documents section asks the applicant, as required by the Chinese Embassy or Consulate-General in your locality, to fill in the visa application form online and to submit the passport and photo, proof of legal stay or residence, and the previous Chinese passport or previous Chinese visa, with the specific requirements left to the "Guidance on Visa Application" section of the China Online Visa Application System (consular.mfa.gov.cn/VISA/) or to the website of the Chinese Embassy or Consulate-General in your locality. That referral belongs to the national layer: the Ministry's own instruction directs the applicant back to the local office.

For students, the same page states:

  • X1 visa: the Admission Letter issued by a school or other admitting entity in China, and the Confirmation Form for Study in China (Form JW201 or Form JW202). The holder must, within 30 days of entering China, apply for a residence permit at the exit-entry administration of the public security bureau of the people's government at or above the county level of the intended place of residence.
  • X2 visa: the Admission Letter issued by a school or other admitting entity in China.
  • Its category rows describe X1 as issued to those who intend to study in China for a period of more than 180 days, and X2 as issued to those who intend to study in China for a period of no more than 180 days (see X1 or X2).

What the Embassy in the United Kingdom asks for

The Embassy of the People's Republic of China in the United Kingdom publishes Part Two: How to Apply for a Visa for China (Mainland only). What follows is that mission's statement, not a general rule.

Its Basic Documents section lists:

  1. Original passport with at least six months of remaining validity and blank visa pages, and a photocopy of the bio data page.
  2. One recently-taken color passport photo (bare-head, full face) against a light background.
  3. Proof of legal stay or residence status, applicable to non-British applicants: a valid British visa or other proof of legal stay, residence, employment or study in the U.K.
  4. Photocopies of previous Chinese passports or previous Chinese visas, applicable to foreign nationals who once held Chinese nationality, with an official name-change document where the name differs.

Its X1-Visa section names the Admission Letter issued by a college, university or other educational institution in China; the original or photocopy of "Visa Application for Study in China" (Form JW201 or Form JW202); and, for the elementary stage, the original or photocopy of the Confirmation Form for Elementary Stage Students Study in China. Its X2-Visa section names the original or photocopy of the Admission Notice. The page repeats the 30-day duty: holders of an X1 visa shall, within 30 days from the date of their entry, apply to the exit/entry administrations of the local public security bureau in the proposed places of residence for foreigners' residence permits.

On procedure, the page states that applicants need to fill in the electronic visa application form online through the Chinese Visa Application Service Center in advance, then submit the passport and other supporting documents and the biometric information at the Visa Center when the online review is approved. Its Important Notices section adds that applicants are responsible for the authenticity of the passport, application form, photo and other supporting documents; that inaccurate, misleading or incomplete information may lead to an extension of visa approval time, decline or rejection of a visa, or decline of entry into China; that when necessary applicants may be informed to attend an interview at the Embassy (Consulate General) or required to provide other proof of documents and to verify the signature on the supporting materials; and that authoritative interpretation remains with the Chinese Embassy and Consulate General.

What the Embassy in the United States asks for

The Embassy of the People's Republic of China in the United States publishes Requirements and Procedures for Chinese Visa Application (Updated September, 2025). Its notice states that the new China Online Visa Application System (the New COVA System) launched at the Chinese Embassy in the U.S. on September 30, 2025, and that the requirements set out apply to visa applications using that system. Again, this is that mission's statement.

Jurisdiction. The notice names the consular jurisdiction of the Embassy: Washington D.C., Maryland, Virginia, West Virginia, North Carolina, South Carolina, Kentucky, Tennessee, Delaware, Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, Texas, Puerto Rico. It asks applicants to confirm that they live in those states before submitting.

Process. Applicants log on to the New COVA System to fill in the forms and upload materials for preliminary review. After the application form shows "Passport to be submitted" status, the applicant or agent submits the passport, the application info-page with barcode and other original documents as required to the Visa Office within office hours.

Documents uploaded online. Passport bio-page and blank visa page (remaining validity more than 6 months, at least 2 blank visa pages); the latest Chinese visa or Chinese residence permit; proof of residence (driver's license, utility bill, bank bill); for a foreigner in the US, a photocopy of green card, visa, I20 or I94; for a former Chinese national applying for the first Chinese visa after naturalization, the bio-page of the Chinese passport and the naturalization certificate; the name-change document where the name has changed; and the separately published guidance for a minor of Chinese origin born in the US.

Originals submitted on site. The passport original; the application info-page showing "Passport to be submitted" and the barcode; the old passport containing a previous Chinese visa or residence permit that is still valid; the latest Chinese passport for a former Chinese national; for Q1 or S1, the original relationship certification; and other original documents that the consular officials asked to be submitted on-site.

Its X1 row covers study of more than 180 days and splits applicants into two groups: foreign higher education institution students submit the Confirmation Form for Study in China (Form JW201 or Form JW202) and a photocopy of the Admission Letter issued by a school or other entity in China, while foreign elementary, junior/senior high school students submit the Confirmation Form for Elementary Stage Students Study in China. Its X2 row covers study of no more than 180 days and lists the Admission Notice issued by a school or other entity in China, plus the Information Form for Foreign Students' Short-term Visit (Form DQ, if have).

How to read the checklist that applies to you

Law Article 15 sends the application to the visa-issuing authorities stationed abroad; Regulations Article 4 puts the duty to publish on the departments themselves. So work from the national floor to the local page, in this order.

  1. Identify the embassy or consulate-general that covers the country, state or province where you live.
  2. Open that mission's own visa page.
  3. Read its basic documents list first.
  4. Read its X1 or X2 row for your length of study.
  5. Check each item against the Ministry's general instruction above.
  6. Prepare every document the mission's page names, in the form it asks for: original, photocopy, upload, or a mix.
  7. File the application form the way that page describes, and keep your passport and originals for the on-site step.

If the mission's page and this page disagree, follow the mission's page. The UK page's Important Notices state that authoritative interpretation remains with the Chinese Embassy and Consulate General, should there be any changes to the terms above.

Questions people ask

Does the visa office have to publish its requirements?

Regulations Article 4 requires the Ministry of Foreign Affairs, the Ministry of Public Security and other departments of the State Council to make the laws and regulations on the administration of the entry and exit of foreigners and other information that foreigners need to know available on their portals and websites and at the places where exit or entry applications are accepted.

Can the visa office ask for documents that are not on its published list?

The final paragraph of Regulations Article 7 states that the visa authority may, in light of specific cases, require a foreigner to submit additional application material, and Law Article 18 requires applicants to go through the relevant formalities and accept interviews in accordance with the requirements of the visa-issuing authorities stationed abroad. The UK page's Important Notices section states that when necessary applicants may be informed to attend an interview or required to provide other proof of documents. The US notice lists, among the originals to be submitted on site, other original documents that the consular officials asked to be submitted.

Do I need form JW201 or JW202 for an X2 visa?

The Ministry's X2 section lists the Admission Letter issued by a school or other admitting entity in China. The UK X2-Visa section lists the original or photocopy of the Admission Notice. The US X2 row lists the Admission Notice and the Information Form for Foreign Students' Short-term Visit (Form DQ, if have). Form JW201 or Form JW202 appears in the X1 entries of the Ministry's page, the UK page and the US notice.

Where do I apply if I live in a different state from the one I will study in?

Law Article 15 provides that foreigners shall apply to the visa-issuing authorities stationed abroad for a visa, except as otherwise provided for in this Law. The US notice turns that into a concrete check for its own applicants: it lists the states in the Embassy's consular jurisdiction and asks applicants to confirm that they live in those states before submitting the visa application.

What happens after I enter China on an X1 visa?

The Ministry's page states that the holder must, within 30 days of entering China, apply for a residence permit at the exit-entry administration of the public security bureau of the people's government at or above the county level of the intended place of residence. The UK page states the same duty in its own words: within 30 days from the date of entry, apply to the exit/entry administrations of the local public security bureau in the proposed place of residence.
